Hong Kong CNN —Chinese leader Xi Jinping met with top Russian diplomat Sergey Lavrov in Beijing Tuesday, state media reported, in yet another sign of the importance China gives to its increasingly robust ties with Moscow. Since then, the two countries have ramped up their economic, trade and diplomatic relations – including in the wake of Putin’s war in Ukraine. Xi made a state visit to Moscow last March after entering his third term as Chinese president. The two sides discussed the war in Ukraine and agreed that international meetings on Ukraine ignoring Moscow’s interests “are futile,” Lavrov told the conference, according to Russian state news agency Tass. China has maintained dialogue with Switzerland about an upcoming international peace conference, according to state media, but previously said such talks should be recognized by both Ukraine and Russia.

Paris CNN —French President Emmanuel Macron openly discussed the possibility of sending European troops to Ukraine to help Kyiv win the war against Russia, a potential major escalation to the largest ground war Europe has seen since World War II. Macron did, however, announce that a new coalition would be created to supply Ukraine with medium-range and long-range missiles. Macron pointed out that Western democracies have gradually increased their support to levels unthinkable when the war began. Putin thanked Kim for an invitation to visit Pyongyang and pledged to go there “at an early date,” the report from the Korean Central News Agency (KCNA) said. Kremlin spokesperson Dmitry Peskov said the dates for Putin’s visit to North Korea were still being discussed through diplomatic channels and would be announced later, Russian state-run news agency TASS reported. During that visit, Kim praised Russia for standing up to “hegemonic forces” with its war in Ukraine, while Putin signaled a willingness to assist North Korea in developing its space and satellite programs. WASHINGTON (AP) — Secretary of State Antony Blinken is turning his attention to Ukraine, NATO and the Western Balkans after weeks of intense focus on Israel’s war against Hamas in Gaza. Now, amid signs that a cease-fire agreement between Israel and Hamas due to expire on Monday may be extended, Blinken is departing for Brussels for a NATO foreign ministers meeting. Russian Foreign Minister Sergey Lavrov has said he plans to attend the OSCE meeting, possibly setting the stage for a U.S.-Russia confrontation over Ukraine. The NATO meeting in Brussels will also address the situation in the Western Balkans where there are calls for NATO to increase its military presence amid concerns that hostility between Serbia and Kosovo could escalate to outright conflict. Blinken will underscore U.S. and NATO support for democracy and regional stability in the region, including a commitment to back all countries’ aspirations to join the European Union, O’Brien said.

MOSCOW (AP) — Russian Foreign Minister Sergey Lavrov said Monday that he plans to travel to North Macedonia later this week to attend a conference, a trip that would mark his first visit to a NATO member country since Moscow sent troops to Ukraine. North Macedonia, which holds the group's rotating chairmanship, last week invited Lavrov to an OSCE meeting that starts Thursday in Skopje, the capital of the small, landlocked Balkan country. NATO members banned Russian flights after Moscow launched its military action in Ukraine in February 2022. To reach North Macedonia, Lavrov's plane would need to fly through the airspace of Bulgaria or Greece, which also belong to the Western military alliance. Speaking at a foreign policy conference in Moscow on Monday, Lavrov said Bulgaria apparently has given permission for an overflight.

A deal for a temporary cease fire was inching into view in Israel's war against Hamas, but Prime Minister Benjamin Netanyahu tempered expectations by vowing that the war would continue even if a deal is reached. “We are at war, and we will continue the war,” he said. Israel has vowed to continue the war until it destroys Hamas’ military capabilities and returns all hostages. Turkish President Recep Tayyip Erdogan, whose government maintains ties with Hamas officials, said Turkey’s foreign minister and intelligence chief were working with Qatari officials to negotiate releases. Hamas has released four hostages, Israel has rescued one, and the bodies of two were found near Shifa.

The U.S. Treasury Department’s Office of Foreign Assets Control said that Vulin used his public authority to help a U.S.-sanctioned Serbian arms dealer move illegal arms shipments across Serbia’s borders. The failure of those systems to deliver advanced warning of Saturday's Hamas attack, however, represents a failure of intelligence likely to be studied and discussed for years. “There will have been warning signs,” one former Western intelligence official said on condition of anonymity. In concealing their attack, Hamas will have been helped by conditions of Gaza Strip, where Hamas seized power in 2007 and some 2.3 million people are hemmed in behind a 51-km border. Prior to the trip, US officials warned that North Korea could provide Russia with weaponry to aid its stuttering invasion of Ukraine, and in return receive help with its own nuclear weapons and missile program. During the meeting, Putin accepted Kim’s invitation to visit North Korea, according to the Kremlin. It said Russia’s Foreign Minister Sergey Lavrov is also set also visit North Korea in October. Push for denuclearizationThe latest constitutional amendment follows a similar move last year at an SPA meeting, where North Korea passed a bill declaring the country a nuclear weapons state.
